The EQR allows public utilities to fulfill their responsibility under section 205(c) of the FPA to have rates on file in a convenient form and place. Non-public utilities above the de minimis threshold will file EQRs to meet the requirements under section 220 of the FPA beginning in the third quarter of 2013. How to File Electronically - Beginning with filings for the third quarter of 2013, EQR filers must use the revised EQR filing system. Accordingly, filings beginning with EQRs due for the third quarter of 2013 in October 2013, including contract and transactions entered into on or after July 1, 2013, should reflect the requirements set forth in Order Nos. 768, 768A, and 770.
