Statement of Chairman Wellinghoff's on national action plan for demand response

"Today the Commission fulfills the second part of the actions directed by Congress in the Energy Independence and Security Act - FERC staff today releases the National Action Plan on Demand Response. In the National Assessment published by FERC staff last June, significant potential for electric demand response was identified. With publication of this Action Plan, the FERC staff has identified a set of concrete actions that will help achieve this potential.

In developing this Action Plan, Commission staff consulted broadly with all interested groups over two years to formulate an effort to help the nation develop and deploy its consumer demand response resources. I would like to express my sincerest gratitude to all the organizations and individuals who have taken the time to provide FERC staff with guidance and assistance. One of the innovative steps called for in the Action Plan is the development of a private-public coalition. As David noted, this coalition will coordinate and combine the efforts of state and local officials, demand response providers, utilities and load-serving entities, regional wholesale power market operators, consumer advocates, residential, commercial and industrial customers, the federal government, interest groups and other stakeholders for implementing the Action Plan.

As David noted, FERC staff is working together with the U.S. Department of Energy to develop an implementation proposal. This joint implementation proposal is another step in the development of demand response as a resource. The Plan's idea of a Coalition to bring together public and private actors and seek funding for implementing the actions in the Action Plan is novel and one that will be discussed at the National Town Hall meetings next week. I am speaking there and look forward to discussing ideas for implementing the National Action Plan
