Elin Swanson Katz serves as the inaugural Director of the Commission’s Office of Public Participation (OPP), which was established in 2021 to assist the public with Commission proceedings. 

Elin previously served as Consumer Counsel for the State of Connecticut, as well as President of the National Association of State Utility Consumer Advocates.  She was also the VP of Utilities for Tilson, a technology company that builds telecommunications infrastructure, including broadband and 5G technology. Elin is an attorney with an extensive background in energy, environmental, land use, water, telecommunications, and consumer law, and has worked in both private practice and the public sector during her career.

Elin graduated cum laude from Boston University School of Law, and holds a Masters in Writing, Rhetoric, and Media from Trinity College in Hartford, Connecticut, graduating with honors and receiving the thesis prize for 2007. She also holds a Bachelor of Science from Cornell University.
