FERC approves the North American Electric Reliability Corporation’s (NERC) proposed supply chain risk management Reliability Standards CIP-013-1 (Cyber Security – Supply Chain Risk Management), CIP-005-6 (Cyber Security – Electronic Security Perimeter(s)) and CIP-010-3 (Cyber Security – Configuration Change Management and Vulnerability Assessments). In addition, the draft Final Rule directs NERC to develop and submit modifications to the NERC Reliability Standards to include Electronic Access Control and Monitoring Systems (EACMS) within the scope of the supply chain risk management Reliability Standards.
Order No. 850
FERC approves the 2019 business plans and budgets of the North American Electric Reliability Corporation, the Regional Entities, and the Western Interconnection Regional Advisory Body, and authorizes issuance of billing invoices to fund the fiscal year 2019 operations.
FERC also grants NERC’s request to allocate certain penalty moneys to NERC’s assessment stabilization reserve, and to use certain existing funds from the assessment stabilization reserve to reduce 2019 assessments. Order
The Order directs NERC to develop and submit modifications to the NERC Reliability Standards to improve mandatory reporting of Cyber Security Incidents, including incidents that might facilitate subsequent efforts to harm the reliable operation of the bulk electric system.

The Order addresses a request for clarification or, in the alternative, rehearing of Order No. 833, which amends the Commission’s regulations to implement provisions of the Fixing America’s Surface Transportation Act pertaining to the designation, protection, and sharing of Critical Energy/Electric Infrastructure Information.

This Notice of Proposed Rulemaking proposes to approve Reliability Standard TPL-007-2 (Transmission System Planned Performance for Geomagnetic Disturbance Events) submitted by the North American Electric Reliability Corporation (NERC) in response to a Commission directive in Order No. 830.
The Final Rule proposes to approve Critical Infrastructure Protection (CIP) Reliability Standard CIP-003-7 (Cyber Security – Security Management Controls), addressing the Commission’s directives from Order No. 822 and to direct NERC to develop modifications to: (1) provide clear, objective criteria for electronic access controls for low impact BES Cyber Systems; and (2) address the need to mitigate the risk of malicious code that could result from third-party transient electronic devices.
Order No. 843
FERC requires each regional transmission organization and independent system operator to revise its tariff to establish a participation model consisting of market rules that facilitates their participation in the organized wholesale electric markets.
The final rule is intended to remove barriers to the participation of electric storage resources in the capacity, energy, and ancillary service markets operated by regional transmission organizations and independent system operators and thereby increase competition and ensure just and reasonable rates.
