Headwater Benefits

Headwater Benefits Assessments map of major river basins within the U.S.
Section 10(f) costs are apportioned among the headwater project and downstream beneficiaries in proportion to the energy gains each receives. Charges assessed by the Commission are called the Headwater Benefits Assessments.

Where non-federal storage projects provide benefits to non-federal hydropower plants, the Commission must approve the assessment. In the case where federal projects provide the energy gains, once a river basin study is completed, the Commission makes annual headwater benefits assessments. The money collected is returned to the U.S. Treasury to defray the cost for the Federal headwater improvement. The map below shows major river basins within the United States that receive federal headwater benefits and those under periodic review.
