On February 14, 2025, FERC issued a Notice of Availability requesting public comments on the draft supplemental environmental impact statement (EIS) for the Commonwealth LNG Project in Docket Nos. CP19-502-000 and CP19-502-001. The deadline to submit comments is April 7, 2025, at 5:00 p.m. Eastern Time (4:00 p.m. Central Time).
Introduction
Commonwealth LNG Project is seeking authorization to construct and operate a liquefied natural gas (LNG) export terminal, six LNG plant facilities to liquefy natural gas, six storage tanks, an LNG carrier loading/berthing marine facility, and other appurtenant facilities in Cameron Parish, Louisiana. The Project also includes construction and operation of 3-miles of 42-inch-diameter pipeline, interconnection with existing pipelines, and one new meter station. The Project would produce 8.4 million metric tonnes per annum of LNG for export on an average of 156 LNG carriers per year.
FERC approved the Commonwealth LNG Project in 2022. However, FERC received an order from a federal appeals court to conduct more environmental analysis. Specifically, FERC is required to further analyze the potential cumulative effects of the Project’s nitrogen dioxide (NO2) emissions. FERC has now issued the draft supplemental EIS. This is a report that includes, in draft, the additional environmental findings. The draft EIS states that the Project’s NO2 impacts “may be significant.” However, no additional or modified mitigation measures are recommended in the draft supplemental EIS.

Comments from the public should focus on the draft supplemental EIS’s disclosure and discussion of potential environmental effect:
- Cumulative air quality impacts, specifically to the Project’s NO2 emissions.

The Office of Public Participation (OPP) is authorized to support public participation in FERC proceedings pursuant to Section 319 of the Federal Power Act. OPP coordinates with and provides assistance to members of the public as to participation in, and understanding of, FERC proceedings. OPP provides outreach to community groups, community members, landowners and other interested parties potentially impacted by infrastructure projects.
OPP’s outreach conducted for the Commonwealth LNG Project, FERC Docket Nos. CP19-502-000 and CP19-502-001 included:
- Coordinated social media campaign in Spring 2024 to notify interested constituents of the comment period on the draft supplemental EIS on social media outlets like Facebook, Instagram, and X.
- Created a dedicated project website to inform the public of participation opportunities.
