In Order No. 607 (issued September 15, 1999), the Commission revises its rules concerning communications between persons outside the Commission and the Commission and its employees. The revised regulations, presented here in reverse chronological order, are designed to clarify ambiguities in the existing ex-parte rules, and to provide better guidance on what communications to and from the Commission are permissible and what communications are prohibited.
