FERC Chairman Willie Phillips has named Carlos D. Clay Deputy Secretary of the Commission.  Clay has served as Acting Deputy Secretary since January 2024.

Prior to his appointment as Acting Deputy Secretary, Clay served since 2010 as Deputy Director of the Office of Energy Market Regulation’s (OEMR) Division of Electric Power Regulation – West.  In OEMR, Clay provided leadership on a wide range of energy market issues in the Western Interconnection, on utility mergers and other corporate transactions, and on market-based rate regulations.  He has also served as group manager in OEMR’s Division of Electric Power Regulations – East where he primarily worked on electric rate matters and energy market design issues involving PJM Interconnection LLC, and ISO New England LLC. 

Clay earned a Bachelor of Arts degree in Political Science from Southern University and A&M College in Baton Rouge, Louisiana, and a Master of Public Administration and Policy Analysis from Southern Illinois University at Edwardsville.
