I concur in today’s order; however, I add the following:
While the Commission in this proceeding sets the base ROE for hearing and settlement judge procedures, the order grants People’s Electric Cooperative a 50-basis point incentive adder for its membership in Southwest Power Pool, Inc. (SPP) consistent with this Commission’s long-time RTO adder policy memorialized in Order No. 679.[1] Early last year, however, a majority of this Commission voted to approve a supplemental notice of proposed rulemaking which proposed, among other things, to limit the RTO participation adder to the three years following a transmitting utility’s initial membership in an RTO.[2] I joined in that vote and continue to support such a time limit. As power prices continue to rise, reducing that unfair cost to consumers is becoming even more important. That supplemental notice of proposed rulemaking remains pending.
For these reasons, I respectfully concur.
