Commissioner Rosner’s Concurrence to Order Denying Waiver Request re Lansing Board of Water and Light under ER26-2295

I concur with today’s order, which denies the Lansing Board of Water and Light’s (Lansing) revised request, filed May 28, 2026, for a waiver of certain requirements of MISO’s Tariff pertaining to Lansing’s resource adequacy obligations for the 2026/2027 Planning Year. I write separately to state that I would have voted to grant Lansing’s original request, filed on April 23, 2026, because I believe the request met the Commission’s four-pronged waiver standard.

For these reasons, I respectfully concur.
