ORDER DENYING COMPLAINT
The order denies Urban Grid’s complaint alleging that PJM violated its Tariff when it terminated and withdrew from its interconnection queue two queue positions that Urban Grid had obtained for its project because, according to PJM, Urban Grid failed to timely post security.

ORDER GRANTING REQUEST FOR PARTIAL WAIVER
The order grants partial waiver from the filing requirement in section 292.203(a)(3) of the Commission’s regulations applicable to small power production qualifying facilities for the time-period starting when the facility owned by PFMD-LL-Jessup, LLC first generated test energy and ending when PFMD-LL-Jessup, LLC filed a self-certification of QF status for the facility.

ORDER AUTHORIZING DISPOSITION OF JURISDICTIONAL FACILITIES
The order authorizes a transaction under section 203 of the Federal Power Act, which will result in Clearlight Energy, ULC acquiring 100% of the issued and outstanding units of Algonquin Power Co. (and its public utility subsidiaries) from Algonquin Power & Utilities Corp.

ORDER AUTHORIZING DISPOSITION OF JURISDICTIONAL FACILITIES AND ACQUISITION OF SECURITIES
The order authorizes a transaction under section 203 of the Federal Power Act, under which ALLETE, Inc. will be purchased by funds managed by Global Infrastructure Management, LLC, and by investment funds and vehicles controlled or managed by affiliates of Canada Pension Plan Investment Board.

ORDER ON COMPLAINT
The order grants in part and dismisses in part a complaint filed by RENEW Northeast, Inc. (RENEW) against ISO New England Inc. (ISO-NE) and New England Participating Transmission Owners (NE PTOs), asserting that Schedules 11 and 21 of Section II of the ISO-NE Transmission, Markets and Services Tariff are unjust and unreasonable.

The order issues a new license to the Power Authority of the State of New York for the 9-megawatt Gregory B. Jarvis Project No. 3211, located on West Canada Creek near the Hamlet of Hinckley in the counties of Oneida and Herkimer, New York.

ORDER GRANTING STAY
The order grants Solia 6 Hydroelectric, LLC’s request to stay the commencement and completion of construction deadlines in the license for the Montgomery Locks and Dam Hydroelectric Project No. 13768, to be located at the U.S. Army Corps of Engineers’ Montgomery Locks and Dam facility on the on the Ohio River in Beaver County, Pennsylvania.

ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
In response to Arizona Sonoran Copper Company’s request for rehearing, the order sustains and further explains the Commission’s July 25, 2024, order granting RAMM Power Group LLC’s application for a preliminary permit for the Sacaton Energy Storage Project No. 15248, proposed to be located in Pinal County, Arizona.
C-1 | Hess Tioga Gas Plant LLC, Docket No. CP24-492-000
ORDER ISSUING CERTIFICATES AND GRANTING WAIVERS
The order issues Hess Tioga Gas Plant LLC a certificate of public convenience and necessity, pursuant to section 7(c) of the Natural Gas Act, to operate the North Dakota Natural Gas Pipeline facilities, located in Williams and McKenzie Counties, North Dakota, to transport gas in interstate commerce. The order also: (1) waives certain regulatory requirements otherwise applicable to interstate pipelines; (2) issues a blanket construction certificate pursuant to Part 157, Subpart F of the Commission’s regulations; and (3) confirms that the Commission’s jurisdiction over the North Dakota Natural Gas Pipeline facilities does not affect the status of Hess Tioga Gas Plant LLC’s otherwise non-jurisdictional gathering and processing facilities.

ORDER APPROVING CONTESTED SETTLEMENT
The order approves a July 10, 2024, settlement filed by Florida Gas Transmission Company, LLC under Rule 602 of the Commission's Rules of Practice and Procedure. The Settlement resolves issues concerning gas quality standards and testing procedures for Renewable Natural Gas on the Florida Gas pipeline system. The settlement became contested when certain parties filed comments opposing it.
