E-1 | North American Electric Reliability Corp., Docket No. RD26-9-000
ORDER APPROVING RELIABILITY STANDARD CIP-014-4
The order approves the North American Electric Reliability Corporation’s proposed Reliability Standard CIP-014-4 (Physical Security), and the associated implementation plan, violation risk factors, and violation severity levels, as well as the retirement of the currently effective Reliability Standard CIP-014-3. The Physical Security Standard requires applicable transmission owners to perform a periodic risk assessment to identify critical transmission substations, evaluate potential threats and vulnerabilities of a physical attack, and develop a physical security plan to protect the critical facilities. The order finds that the modified Reliability Standard improves the reliability of the Bulk-Power System by providing a consistent approach for identifying and assessing transmission stations, transmission substations, and primary control centers critical to the operation of the Bulk-Power System. The modifications also refine and strengthen the physical security framework for critical transmission facilities by tightening assessment timelines, clarifying applicability thresholds, and improving verification and oversight processes.

ORDER ON SHOW CAUSE PROCEEDING AND DIRECTING COMPLIANCE FILING
The order finds that ISO New England’s (ISO-NE) Tariff is unjust and unreasonable because it lacks provisions that would enable ISO-NE to accept payments from market participants that were erroneously or improperly received in ISO-NE’s markets, make billing corrections for certain erroneous or improper payments to market participants, and refund the charges or payments, which yields unjust and unreasonable market outcomes for market participants and customers. The order directs ISO-NE to submit a compliance filing within 120 days of the date of the order.

ORDER CONDITIONALLY ACCEPTING NOTICE OF CHANGE IN STATUS AND TARIFF REVISIONS
The order conditionally accepts Tri-State Generation and Transmission Association, Inc.’s (Tri-State) tariff revisions that reflect its participation in the Southwest Power Pool, Inc. expansion into the Western Interconnection (SPP West). The order requires Tri-State to offer its SPP West units at or below each unit’s mitigated energy offer and to submit a compliance filing that provides a horizontal market power analysis of the SPP West market.

ORDER AUTHORIZING DISPOSITION OF JURISDICTIONAL FACILITIES
The order approves a request for authorization submitted by Grays Harbor Energy LLC, Hardee Power Partners Limited, Invenergy Cannon Falls LLC, Invenergy Nelson LLC, Invenergy Nelson Expansion LLC, Lackawanna Energy Center LLC, Spindle Hill Energy LLC (collectively, the Project Companies) and Gray Wolf Power, LLC (Gray Wolf) for a transaction whereby Gray Wolf will acquire from InfraBridge North America Thermal Power Acquisition 50% of the interests in Invenergy AMPCI Thermal Power, which indirectly owns each of the Project Companies.

ORDER ADDRESSING ARGUMENTS ON REHEARING AND DENYING STAY
The order sustains the Commission’s January 22, 2026, order issuing an original license to FFP Project 101, LLC to construct, operate, and maintain the Goldendale Energy Pumped Storage Hydroelectric Project, a 1,200-megawatt project located in Klickitat County, Washington. The order also denies the stay request and addresses Tribal consultation and issues arising under the National Historic Preservation Act, the National Environmental Policy Act, and the Federal Power Act.

ORDER ISSUING NEW LICENSE
The order issues a new license to Northern States Power Company-Wisconsin to continue operating and maintaining the 30.75-megawatt (MW) Cornell Hydroelectric Project, located on the Chippewa River in the City of Cornell, Chippewa County, Wisconsin.

ORDER ISSUING CERTIFICATES AND APPROVING ABANDONMENTS
The order authorizes, pursuant to sections 7(b) and (c) of the Natural Gas Act, Gulf South Pipeline Company, LLC and Texas Gas Transmission, LLC to construct and operate new natural gas pipeline facilities, acquire transportation capacity through two lease agreements, and acquire and abandon existing facilities that, together, comprise the Kosciusko Junction Pipeline Project, to be located in Mississippi.The project would create approximately 1.175 million dekatherms per day of incremental firm transportation capacity.

ORDER DENYING PROTEST AND AUTHORIZING CONSTRUCTION
The order denies Healthy Gulf’s protest and authorizes Venture Global Gator Express, LLC to increase the certificated capacity of the Gator Express Pipeline by 627,000 dekatherms per day.

ORDER ISSUING CERTIFICATE
The order grants Texas Gas Transmission, LLC’s (Texas Gas) request for authorization to install a new compressor unit at its existing Crosby-Harrison Compressor Station and to modify its Mainline System Block Valve 64 (New Haven Regulators Facility) in Hamilton County, Ohio (Carnation Project). The project is designed to create 170,000 Dth/d of new firm transportation capacity.
C-4 | UGI Auburn, LLC and UGI Auburn Gathering, LLC, Docket Nos. CP26-9-000 and CP26-9-001
ORDER ISSUING CERTIFICATES
The order grants UGI Auburn, LLC’s (UGI Auburn) request for a certificate of public convenience and necessity authorizing it to acquire by lease capacity sufficient to provide 311,970 dekatherms per day (Dth/d) of firm transportation service from UGI Auburn Gathering, LLC (UGI Gathering), approves UGI Auburn’s proposed pro forma FERC Gas Tariff, and issues UGI Auburn blanket certificates under Part 157, Subpart F to construct, operate, and abandon eligible facilities and related services and under Part 284, Subpart G to provide transportation services on an open-access basis. The order also issues a limited jurisdiction certificate to UGI Gathering to allow UGI Auburn’s transportation of gas through UGI Gathering’s non-jurisdictional gathering facilities and waivers of certain reporting, filing, and posting requirements.
