3. Issue notice of intent, preliminary application document, request to use alternative licensing process, and newspaper notice
4. FERC approves use of alternative process
5. Issue information package
6. Conduct cooperative scoping to identify issues
7. Conduct studies
8. File at FERC final application and preliminary draft environmental review document
