Corpus Christi Liquefaction (CCL) Stage 4 Project and Cheniere Corpus Christi Pipeline (CCPL) Expansion Project Map

On February 17, 2026, FERC staff accepted Cheniere’s application for the Corpus Christi Liquefaction, LLC (CCL) Stage 4 Project and Cheniere Corpus Christi Pipeline, L.P. (CCPL) Expansion Project (Project) into the formal Certificate Proceeding (CP) phase under FERC’s review process. More information can be found in FERC Docket Nos. The Commission will prepare an environmental document that will discuss the environmental impacts of the Project. The Commission will use this environmental document in its decision-making process to determine whether the Project is in public convenience and necessity. 

Project Route and Facilities

The planned Project is described below according to the applicant’s filing:

CCL Stage 4 Project

The CCL Stage 4 Project will consist of the following:

  •  Four (4) large-scale liquefaction trains (“Trains 4-7”) with the peak production capacity of approximately 24 MTPA of LNG;
  • Four (4) inlet air chilling units;
  • Two (2) full-containment, aboveground, 220,000 m3 LNG storage tanks;
  •  One (1) marine loading jetty;
  • Seven (7) boil-off-gas (“BOG”) compressors;
  • One (1) new main substation;
  • New operations buildings;
  • One (1) marine totally enclosed ground flare;
  • Three (3) multi-point ground flares; and
  • New flare knockout drums and other new utilities and appurtenant facilities.

The CCL Stage 4 Project will include tie-ins to existing CCL Terminal facilities including shared utilities, LNG rundown header, elevated flares, BOG compressor(s), LNG loading lines, and an existing feed gas header.

Corpus Christi Pipeline (CCPL) Expansion Project

The CCPL Expansion Project will include new pipeline and compression facilities to increase gas delivery capacity to the CCL Terminal and the CCL Stage 4 Project by approximately 3.0 Bcf/d. The main components of the Corpus Christi Pipeline Expansion Project include:

  • CCPL 42" Pipeline Loop: A new 42-inch diameter, approximately 26-mile-long pipeline from the existing Sinton Compressor Station to the CCL Stage 4 Project.
  • Sinton 2 Compressor Station: Construction of a new compressor station adjacent to the existing Sinton Compressor Station.
  • Interconnect Facilities: Metering and flow control infrastructure between existing and new facilities.

The CCPL Expansion Project facilities will be designed for a maximum allowable operating pressure of 1,440 pounds per square in gauge (psig) and will operate in accordance with 49 CFR Part 192 requirements. All facilities will be located entirely within San Patricio County, Texas. Associated facilities will include a pig launcher and receiver, mainline valves, and crossover valves.

Environmental Review Schedule

FERC staff will issue the Draft EIS in September 2026, opening a 45-day public comment period.

The Final EIS is expected March 12, 2027.

Federal authorization decisions are due no later than June 10, 202

Office of Public Participation’s Outreach Corner

The Office of Public Participation (OPP) is authorized to support public participation in FERC proceedings pursuant to Section 319 of the Federal Power Act. OPP coordinates with and provides assistance to members of the public as to participation in, and understanding of, FERC proceedings. OPP provides outreach to community groups, community members, landowners and other interested parties potentially impacted by infrastructure projects. 

  • In Summer 2025, OPP sent an email to various regional stakeholders and community members to announce the project and open house date.
  • OPP Outreach Specialist attended the Open House in the potentially affected areas in November of 2025.
  • In Fall 2025, OPP sent emails and USPS mailers to various constituencies announcing the Scoping Session and comment deadline.
  • OPP Outreach Specialist attended the Scoping Session in the potentially affected area in December of 2025.
  • In Spring 2026, OPP sent emails and USPS mailers to various constituencies announcing the draft Environmental Impact Statement comment deadline.
