FERC Chairman Rich Glick today named David Ortiz as Director of the Commission’s Office of Electric Reliability (OER). 

“With extreme weather and other threats that continue to challenge the security and reliability of our nation’s electric grid, David Ortiz is the right choice to head OER as we continue to prioritize security and reliability of the bulk power system,” Chairman Glick said. “David has long been a leader on these matters, and I am pleased that he will continue to lead our efforts as Director of OER.”

Ortiz joined FERC in April 2016 as the OER Deputy Director, serving as OER’s Acting Director twice since then. Before joining the Commission, Ortiz served as the Deputy Assistant Secretary for Energy Infrastructure Modeling and Analysis at the U.S. Department of Energy (DOE). In this role, he led a federal research and development office and directed focused measurement and control of the U.S. grid through advanced analytics, measurement technologies and high-performance computing. 

Prior to his federal service, Ortiz served as a Senior Engineer for the RAND Corporation, where he built and managed its $6 million dollar energy research and analysis program for clients including DOE’s National Energy Technology Laboratory, the Bipartisan Policy Center and the Federal Aviation Administration. He holds a B.S.E. in Mechanical and Aerospace Engineering from Princeton University, a M.S.E. in Mechanical and Aerospace Engineering from the University of Michigan and a Ph.D. in Electrical Engineering and Computer Science – Control Systems from the University of Michigan.
