E-2 | PJM Interconnection, L.L.C., Docket No. EL25-49-002, et al.
ORDER ON REHEARING, CLARIFICATION, COMPLIANCE FILING, AND PAPER HEARING

The order (1) in response to requests for rehearing, modifies the discussion in PJM Interconnection, L.L.C., 193 FERC ¶ 61,217 (2025) (December Order), sets aside the December Order, in part, and grants, in part, and denies, in part, the requests for clarification; (2) accepts, in part, and rejects, in part, the compliance filing submitted by PJM in response to certain compliance directives included in the December Order and directs PJM to submit a further compliance filing within 60 days of the date of the order; and (3) in response to the record developed in the paper hearing instituted by the December Order, establishes as just and reasonable certain rates, terms, and conditions for the new transmission services directed in the December Order, directs PJM to submit a compliance filing within 60 days of the date of the order, and directs the PJM transmission owners to submit a compliance filing within 60 days of the date of the order.

ORDER ON COST JUSTIFICATION FILING

The order finds, after undertaking the Mobile-Sierra analysis required by the D.C. Circuit’s holding in Shell Energy N.A. (US), L.P. v. FERC, 107 F.4th 981 (D.C. Cir. 2024), that there is no basis for further Commission action concerning PNM’s spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh.

ORDER ON COST JUSTIFICATION FILING

The order finds, after undertaking the Mobile-Sierra analysis required by the D.C. Circuit’s holding in Shell Energy N.A. (US), L.P. v. FERC, 107 F.4th 981 (D.C. Cir. 2024), that there is no basis for further Commission action concerning El Paso Electric Company’s spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh.

ORDER ACCEPTING TARIFF REVISIONS, SUBJECT TO CONDITION

This order accepts, subject to condition, Midcontinent Independent System Operator, Inc.’s proposed tariff revisions to implement reforms, beginning with the 2028/2029 Planning Year, to improve the real-time visibility and the efficient procurement and operation of demand-side resources and certain supply-side resources that elect to participate during emergencies.


M-1 | Revisions to Financial Forms Reporting and Filing Requirements, Docket No. RM26-12-000
NOTICE OF PROPOSED RULEMAKING

The Notice of Proposed Rulemaking proposes revisions to certain annual and quarterly financial forms.  Additionally, it proposes to amend Commission regulations governing certain financial forms to provide clarity and reduce the reporting burden for jurisdictional entities.


H-1 | Kinetic Energy Storage LLC, Project No. 15402-000
ORDER ISSUING PRELIMINARY PERMIT AND GRANTING PRIORITY TO FILE LICENSE APPLICATION

The order issues to Kinetic Energy Storage LLC a preliminary permit to study the feasibility of the proposed 500-megawatt Barber Springs Pumped Storage Project, which would be located in Lincoln County, New Mexico.


C-1 | Transcontinental Gas Pipe Line Company, LLC, Docket No. CP25-10-001
ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING AND SETTING ASIDE PRIOR ORDER, IN PART

The order addresses requests for rehearing of the Commission’s January 29, 2026, order authorizing Transcontinental Gas Pipe Line Company’s Southeast Supply Enhancement Project and related February 25, 2026, notice authorizing the start of construction. The order sustains the authorizations for the project, addresses project need and resource impact issues raised on rehearing, and sets aside the January 29 order, in part, as to the predetermination of rolled-in rate treatment. 

C-2 | Eastern Gas Transmission and Storage, Inc., Docket No. CP25-528-000
ORDER ISSUING CERTIFICATE

The order issues a certificate of public convenience and necessity to Eastern Gas Transmission and Storage, Inc. (Eastern Gas) to construct, operate, and maintain the Appalachian Reliability Project, located in Armstrong, Greene, and Westmoreland Counties, Pennsylvania, and Monroe County, Ohio.  The project will enable Eastern Gas to provide approximately 550,000 dekatherms per day of firm natural gas transportation service.

C-3 | Cheniere Creole Trail Pipeline, L.P., Docket No. CP26-52-000
ORDER DENYING PROTEST AND AUTHORIZING CONSTRUCITON

The order denies a protest and authorizes Cheniere Creole Trail Pipeline, L.P. to construct and operate the Gillis Header Project under its Part 157 blanket certificate.
