The Weaver’s Cove LNG Terminal final environmental impact statement concluded that the proposed project would meet federal safety standards, could be operated safely, and would have limited adverse environmental impacts.

FERC staff conditioned its recommendation on the successful implementation of Weaver’s Cove Energy’s proposed mitigation and FERC staff’s recommended mitigation measures during project construction and operation. Also, the implementation of the Coast Guard’s security plan that controls the LNG vessels operating through Narragansett Bay to/from the proposed terminal will further ensure the public safety. The staff’s final EIS and recommendation are part of the record that the FERC Commissioners will take into consideration when they make a decision on the project.

KeySpan LNG Facility Upgrade

FERC staff’s final environmental impact statement concluded that the KeySpan LNG Project, as proposed, would not meet current federal safety standards in 49 CFR Part 193 and NFPA 59A (2001 edition). LNG import terminals should comply with current safety regulations. KeySpan LNG indicated that to bring the terminal into compliance with current standards would not be feasible due to the need to acquire several adjacent properties and the fact that making the modifications would require taking the existing facility out of service for two to three heating seasons.

Apart from the fact that the proposed import terminal would not meet current safety requirements, Staff believes that with the appropriate mitigation, construction, and operation of the KeySpan LNG Project would result in limited adverse environmental impact. The staff’s final EIS and recommendation are part of the record that the FERC Commissioners will take into consideration when they make a decision on the project.
