I am not participating in today’s orders regarding a series of notices to proceed that Commission staff issued for the Mountain Valley Pipeline Project and the Atlantic Coast Pipeline Project/Supply Header Project. Because the Commission issued the underlying orders granting certificates of public convenience and necessity prior to the date I joined the Commission, I did not determine whether the pipelines are in the public interest or whether the issuance of the certificates is consistent with the Commission’s statutory obligations. Accordingly, I am not in a position to determine whether I support the notices to proceed.
