These are summaries of orders voted by the Federal Energy Regulatory Commission at its April 17, 2025, public meeting. Links to each order will be provided below once the order is issued. ORDER AUTHORIZING DISPOSITION OF JURISDICTIONAL FACILITIES

The order authorizes, pursuant to section 203(a)(1)(A) of the Federal Power Act, a transaction in which ACR IV Frontier Holdings, LLC will indirectly acquire 62% of the beneficial interests in Tenaska Frontier Partners, Ltd. from J-POWER USA Generation Capital, LLC.
 

E-6 | Cleco Power LLC, Docket Nos. ER21-1349-000 and ER22-1303-000
ORDER DISMISSING FORMAL CHALLENGES

The order dismisses, as moot, Formal Challenges filed by the City of Alexandria, Louisiana (Alexandria) to Cleco Power LLC’s (Cleco) 2020 and 2021 annual informational formula rate updates because Cleco has complied with the Commission’s related directive in Docket No. ER20-1298, resolving all issues raised by Alexandria in the Formal Challenges. 
 

E-7 | Mustang Mile Solar Energy LLC, Docket No. ER25-1423-000
ORDER GRANTING WAIVER REQUEST

The order grants Mustang Mile Solar Energy LLC’s request for waiver to extend the commercial operation deadline in its generator interconnection agreement.
 

E-8 | BlackRock, Inc., Docket Nos. EC25-12-000, EC16-77-004
ORDER EXTENDING BLANKET AUTHORIZATION TO ACQUIRE SECURITIES

The order authorizes, pursuant to section 203(a)(2) of the Federal Power Act, a three-year extension of the existing blanket authorization that allows BlackRock, Inc., BlackRock Institutional Trust Company, and their investment management subsidiaries to acquire voting securities in various utility companies. The extension maintains the same terms and conditions as the original authorization.
 

E-9 | SunZia Transmission, LLC, Docket. No. ER25-170-000
ORDER ACCEPTING AND SUSPENDING TARIFF REVISIONS, SUBJECT TO REFUND, AND ESTABLISHING HEARING AND SETTLEMENT JUDGE PROCEDURES

The order accepts and suspends SunZia Transmission's Transmission Owner Tariff, finding that the non-rate terms and conditions are just and reasonable and not unduly discriminatory or preferential, but setting SunZia’s proposed hourly non-subscriber usage rates for hearing and settlement judge procedures. 
 

E-10 | Southwest Power Pool, Inc., Docket No. ER24-1658-003
COMMISSION LETTER ORDER

The order accepts Southwest Power Pool, Inc.’s proposed revisions to the Markets+ Tariff, in compliance with the Commission’s January 16, 2025, order. 
 

E-11 | PJM Interconnection, L.L.C., Docket No. ER25-612-000
ORDER DISMISSING WAIVER REQUEST

The order dismisses, as moot, a request for waiver of the requirements of Schedule 6, section 1.5.7(f) of the PJM Operating Agreement to allow PJM to extend the deadline for completing its annual market efficiency reevaluation for the Transource Independence Energy Connection Project. 
 

E-12 | Beecher Solar, LLC and DTE Electric Company, Docket No. ER25-1466-000
ORDER GRANTING WAIVER REQUEST

The order grants Beecher Solar, LLC (Beecher) and DTE Electric Company’s request for waiver to extend the commercial operation deadline in Beecher’s generator interconnection agreement.
 

E-13 | Midcontinent Independent System Operator, Inc., Docket No. ER20-1298-006, et al.
COMMISSION LETTER ORDER

The order accepts the Midcontinent Independent System Operator, Inc. (MISO) transmission owners’ revisions to certain Accumulated Deferred Income Tax Worksheets included in Attachment O of the MISO tariff to comply with the requirements of Order No. 864 and the Commission’s compliance directives in the first and second compliance orders. 
 

E-14 | Ratts 2 Solar LLC, Docket No. ER25-1361-000
ORDER GRANTING WAIVER REQUEST

The order grants Ratts 2 Solar LLC’s request for waiver to extend the commercial operation deadline in its generator interconnection agreement.


C-1 | Venice Gathering System, L.L.C., Docket No. CP24-93-000
ORDER APPROVING ABANDONMENT

The order approves Venice Gathering System, L.L.C.’s proposal to abandon its Venice Gathering System, partially in place and partially by removal, and to cancel its FERC Gas Tariff. The system consists of approximately 124 miles of pipeline spanning from offshore in federal and state waters to an onshore connection in Louisiana. Following abandonment, Venice Gathering will no longer own any jurisdictional natural gas facilities.
 

C-2 | Cimarron River Pipeline, LLC and DCP Operating Company, LP, Docket Nos. CP25-17-000 and CP25-18-000
ORDER ON PETITION FOR DECLARATORY ORDER AND APPROVING ABANDONMENT

The order approves Cimarron River Pipeline, LLC’s (Cimarron) request to abandon by sale to its non-jurisdictional affiliate, DCP Operating Company, LP (DCP Operating), certain natural gas facilities, including auxiliary and appurtenant facilities, field compressors, and receipt and delivery points located in various counties of Texas, Oklahoma, and Kansas (Cimarron Facilities). The order also approves Cimarron’s request to abandon its section 7(c) certificate and blanket certificates, as well as cancel its FERC Gas Tariff including all rate schedules therein.  Lastly, the order grants DCP Operating’s petition for declaratory order, finding that upon DCP Operating’s acquisition of the Cimarron Facilities, the facilities will perform a gathering function and not be subject to the Commission’s jurisdiction under section 7 of the NGA.  


H-1 | York Energy Storage LLC, Project No. 15332-001
ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING

In response to requests for rehearing, the order further explains and sustains the Commission’s November 21, 2024, order granting a preliminary permit to York Energy Storage LLC pursuant to section 4(f) of the Federal Power Act to study the feasibility of the proposed York Energy Storage Waterpower Project located in York and Lancaster Counties, Pennsylvania.
 

H-2 | Premium Energy Holdings, LLC, Project Nos. 15035-001 and 15306-000
ORDER GRANTING EXTENSION OF TERM FOR PRELIMINARY PERMIT AND REJECTING REQUEST FOR NEW PRELIMINARY PERMIT

The order grants the preliminary permit extension request and rejects the new preliminary permit application for Premium Energy Holdings, LLC’s proposed Isabella Pumped Storage Project located in Kern County, California.
