The order accepts FirstEnergy Service Company’s (FirstEnergy) refund report stating it fully refunded Old Dominion Electric Cooperative (ODEC) for amounts owed as a result of FirstEnergy having incorrectly calculated ODEC’s load and reporting the inaccurate load amount to PJM, which resulted in PJM overbilling ODEC for energy, capacity, and transmission charges. The order finds that FirstEnergy complied with the Commission’s October 29, 2024, order, which granted ODEC’s complaint against FirstEnergy and required refunds.

ORDER DENYING PROTESTS AND AUTHORIZING CONSTRUCTION
The order denies two protests and authorizes Florida Gas Transmission Company, LLC, under its Part 157 blanket certificate, to construct and operate a new compressor station and a new delivery point, and to upgrade an existing receipt point on its existing mainline located in Cameron Parish, Louisiana and Orange County, Texas.

ORDER ISSUING CERTIFICATE
The order grants Mississippi Hub, LLC’s request for authorization to construct and operate certain new natural gas storage and pipeline facilities, and to modify previously Commission-authorized natural gas storage facilities, in Simpson, Covington, and Jefferson Davis Counties, Mississippi. The order also grants Mississippi Hub, LLC’s requests for reaffirmation of market-based rate authorization for storage and hub services, and waiver of certain filing, reporting, and accounting requirements.

ORDER ON INITIAL DECISION
The order addresses Shell's Brief On Exceptions asserting that the ALJ erred in the October 10 Initial Decision denying Shell's motion to compel Venture Global to produce all non-public documents and to prospectively provide all future non-public documents to Shell. The order affirms the ALJ's initial decision finding that Venture Global to produce all non-public documents to customers in order for them to comment on Venture Global's February 2024 request for extension of time and instead, required production required under Shell’s request was limited to the non-public documents filed from January 1, 2022, to the date Venture Global produced the documents.

ORDER ON REHEARING AND GRANTING CLARIFICATION
The order addresses arguments raised on rehearing by Pacific Gas and Electric Company (PG&E) of the Commission’s October 17, 2024, order approving the surrender of PG&E’s license for the Kilarc-Cow Creek Hydroelectric Project No. 606 and removal of project facilities, grants PG&E’s request for clarification, in part, and sets aside and modifies the order, in part, to clarify several license surrender conditions.
