Background
On October 25, 2024, FERC issued a notice of intent to prepare an environmental impact statement for NFEnergía LLC’s San Juan Micro-Fuel Handling Facility Project (also known as New Fortress LNG Project) in San Juan, Puerto Rico. FERC is seeking public comment on, air quality, noise, and safety of the existing facility. The deadline for submitting comments was 5:00 p.m. EST (6:00 p.m. AST) on November 25, 2024.
San Juan Micro-Fuel Handling Facility Project
NFEnergía LLC proposes to continue operating its LNG import and regasification facility located at the Puerto de San Juan in Puerto Rico. It includes LNG truck loading facilities, LNG regasification equipment, and pipelines that supply natural gas to the San Juan Power Plant and the U.S. Army Corps of Engineers’ emergency temporary generation project.
Public Participation Opportunities
There are four methods you can use to submit your comments to FERC. In lieu of sending written comments, FERC invites you to attend one of two public scoping sessions its staff will conduct in the Project area.

FERC encourages electronic filing of comments and has staff available to assist you at 866-208-3676 or [email protected]. Please carefully follow these instructions so that your comments are properly recorded.
- You can file your comments electronically using the eComment feature, which is located on the Commission’s website (www.ferc.gov) under the link to FERC Online. Using eComment is an easy method for submitting brief, text-only comments on a project;
- You can file your comments electronically by using the eFiling feature, which is also located on the Commission’s website (www.ferc.gov) under the link to FERC Online. With eFiling, you can provide comments in a variety of formats by attaching them as a file with your submission. New eFiling users must first create an account by clicking on “eRegister.” You will be asked to select the type of filing you are making; a comment on a particular project is considered a “Comment on a Filing”;
- You can file a paper copy of your comments by mailing them to the Commission. Be sure to reference the Project docket numbers (CP21-496-000 and/or CP23-518-000) on your letter. Submissions sent via the U.S. Postal Service must be addressed to:

The Environmental Impact Statement that will be issued by FERC will discuss impacts that could occur as a result of the operation of the Project under the relevant general resource areas:
- geology and soils;
- water resources and wetlands;
- vegetation and wildlife;
- essential fish habitat;
- threatened and endangered species;
- cultural resources;
- socioeconomics and environmental justice;
- land use;
- air quality and noise; and
- reliability and safety
Your comments will help FERC staff focus its analysis on the issues that may have a significant effect on the human environment.

Office of Public Participation’s Outreach Corner
The Office of Public Participation (OPP) is authorized to support public participation in FERC proceedings pursuant to Section 319 of the Federal Power Act. OPP coordinates with and provides assistance to members of the public as to participation in, and understanding of, FERC proceedings. OPP provides outreach to community groups, community members, landowners and other interested parties potentially impacted by infrastructure projects.
OPP’s outreach conducted for the NFEnergía LLC’s San Juan Micro-Fuel Handling Facility Project, FERC Docket Nos. CP23-518-000 and CP21-496-000 included:
- On October 30, 2024, affected landowners and concerned citizens were notified via the U.S. Postal Service that FERC is seeking public comments on NFEnergía LLC’s LNG import and regasification facility located in San Juan, Puerto Rico. FERC educational brochures and letters were mailed to inform landowners and citizens of the project comment deadline. All outreach documents were translated and provided in English and Spanish.

Coordinated social media campaign in Fall 2024 to notify interested constituents of the comment period, in-person scoping session schedule, and associated deadlines on social media outlets like Facebook, Instagram, and X.

Created a dedicated project website to inform the public of participation opportunities.

Supported FERC’s Office of Energy Projects by attending in-person scoping sessions.

Local community leaders traveled to Washington, D.C. to meet with OPP staff to discuss the project. While in Puerto Rico, staff met with local community leaders during the scoping session and outside in the local community to discuss environmental concerns related to the project.

Communicated with other federal agencies on questions received from the public regarding safety and other non-jurisdictional concerns.
