In the late 1990s, the Federal Energy Regulatory Commission introduced competition in the electricity sector, leading to the development of organized electricity markets. While several regions in the United States quickly adapted to this new model, the West has taken an incremental approach to regional wholesale electricity markets. In recent years, market initiatives such as resource adequacy programs and day-ahead market services have been expanded to Western utilities outside of California.
