Office of Public Participation (OPP) Deputy Director Joseph Rosenthal

FERC Chairman Willie Phillips today named Joseph Rosenthal as Deputy Director of the Office of Public Participation (OPP).

Since January 2022, Rosenthal has served as the Senior Policy Advisor in OPP where he leads efforts to create outreach and educational resources for all members of the public so they can effectively participate in FERC proceedings and learn about the many facets of FERC and the work it does.

Before joining FERC, Rosenthal was a principal attorney with the Connecticut Office of Consumer Counsel, where he represented the state’s utility consumers in matters before FERC. He also served as a lead analyst for Duke Energy and was involved with the company’s development of electric vehicle programs, advanced electric pricing and rate design, and solar valuation.  Prior to that, Rosenthal was in private practice with a Connecticut law firm where he focused on environmental and utility law.   

Rosenthal earned a juris doctor, magna cum laude, from Boston College Law School. He holds Bachelor of Arts and Master of Arts degrees in Mathematics from the State University of New York at Binghamton.
