FERC today acted on the first compliance filings associated with its landmark Order No. 2222, which empowers new technologies to come online and participate in wholesale markets on a level playing field to further enhance competition, encourage innovation and drive down costs for consumers. 

FERC’s Order No. 2222 focuses on removing barriers to the participation of distributed energy resource (DER) aggregations in all regional organized wholesale electric markets.

Today’s actions address compliance filings by California Independent System Operator Corporation (CAISO) and New York Independent System Operator Inc. (NYISO). 

CAISO Compliance Filing (ER21-2455)

  • Today’s order accepts CAISO’s compliance filing, subject to a further compliance filing to be submitted within 60 days of the date of issuance of this order.  FERC directs CAISO to file a further compliance filing that either revises its Distributed Energy Resource Aggregation model or demonstrates that its existing demand response models are compliant with Order No. 2222.  FERC also directs further compliance associated with coordination requirements of Order No. 2222, such as the distribution utility review process.

NYISO Compliance Filing (ER21-2460)

  • Today’s order accepts NYISO’s compliance filing, subject to a further compliance filing to be submitted within 60 days of the date of issuance of this order.  Among other things, FERC directs NYISO to file a further compliance filing that allows DERs in heterogeneous aggregations to provide all of the ancillary services they are technically capable of providing through aggregation. FERC also directs further compliance with respect to interconnection, participation, and coordination requirements of Order No. 2222, such as the distribution utility review process. 

The Commission will continue reviewing the remaining compliance filings, which were filed by ISO New England, Midcontinent Independent System Operator, PJM Interconnection and Southwest Power Pool.
