I concur with this order and agree that EcoEléctrica, L.P. did not comply with the directives in the Commission’s Briefing Order.[1]  I write separately to express my continued misgivings regarding the Commission’s authority to oversee the safety of liquefied natural gas facilities[2] and to highlight the serious reliability concerns that the Governor of Puerto Rico and the Puerto Rico Electric Power Authority raised in this docket.[3]

For these reasons, I respectfully concur.
