I concur in today’s order by the Commission to deny Anbaric Development Partners, L.L.C.’s complaint against PJM Interconnection L.L.C.[1]  I write separately to highlight my support for the technical conference in Docket No. AD20-18-000 mentioned in today’s order.[2]

The interest in developing offshore wind to provide electricity continues to grow.  A key element to gaining access to offshore wind is the construction of and access to transmission to bring wind generated electricity onshore to the grid.  As discussed in today’s order, there are a number of complicated issues involving open access, financing and jurisdiction that need to be confronted. 

I believe a technical conference, as announced in today’s order, provides an opportunity for the Commission to hear from industry experts about the opportunities and challenges to developing offshore wind, particularly with regard to ensuring adequate access to transmission.      

 

For these reasons, I respectfully concur.
